The aim of the Council of Europe Instrument for the Evaluation of Children's Participation is to support states in meeting the objectives of the Recommendation on the Participation of Children and Young People under the age of 18.

The tool offers a method that facilitates and supports the exercise of the child's right to participate in decision-making processes.

The tool for measuring child participation rates provides 10 basic indicators that allow countries to:

• conduct a baseline assessment of the current implementation of the recommendations;
• help identify measures needed to achieve further compliance by States;
• measure progress over time.

The tool also includes a manual with a plan and detailed instructions for gathering information, focus groups and using the results for reporting to the UN Committee on the Rights of the Child.
